     Sub: Encroachment of Irrigation Canal land and construction of road in MudippuraNada (kollemcode Sree Bhadrakali Temple, Panavila, kollemcode near kakkavilai checkpost) by Real estate mafia

 This is to bring to your notice about the unauthorized levelling of decades old Irrigation canal by Real estate Mafia (23/06/2020)towards construction of road to a private property. The canal is decades old and is acting as the water way to irrigate the fertile lands of the area till AVM canal. It is also the water way for rainwater to be drained till AVM canal. Yesterday Real Estate Mafia illegally levelled the whole canal using machine support till the main road which is worrisome and a cause for serious water issues in the area. Since the canal is fully levelled, there is no provision for the water to be drained during rainy season and severe water logging will happen in the area. The Vizhinjam-kanyakumari road is passing through a Culvert constructed in the canal and if serious water logging happen it is going to affect the road and commutation through the area which is been used by thousands of people on a daily basics.

The Impact of levelling the Canal is going to affect the biodiversity of the area as well apart from causing severe water logging during rainy season. The canal must be protected as it is a water way for water to be brought in, in case of draught and to drain excess water in case of flood. This canal has been constructed decades back with these wide aspects in mind and was stretching till the AVM Canal. Years back some portions of the same canal were illegally levelled by the same Mafia leaving a tiny stretch of land for water to flow and the impact of those action was severe water logging. For the benefit of two or three people the eco system must not be threatened and the present living condition of the people should not be compromised.

Request you to take necessary actions to restore the canal to its original form till AVM canal and to safeguard the government property from encroachment.

ഒരു സർക്കാർ ഭൂമി കൈയറി അവസരത്തിനൊത്ത് കൈയറും സമയം തടഞ്ഞതും എല്ലാ സർക്കാർ സംവിധാനങ്ങളിലും അറിയിക്കാനും പൊതുജനങ്ങളുടെ മുന്നിൽകൊണ്ടുവന്നതുകൊണ്ടും അന്ന് തടയാൻ കഴിഞ്ഞു. പക്ഷേ ഇന്നിപ്പോ ഒരുവർഷം പിന്നിട്ടിട്ടും അവിടെ അനധികൃതമായ് നിർമിച്ച റോഡ് മറ്റുവാനോ തിരിച് അവിടെ തോട് സ്ഥാപിക്കുവാനോ കഴിഞ്ഞിട്ടില്ല...? ഇതിന്നേതിരെ രാഷ്ട്രിയ പാർട്ടികളോ സംഘടനകളോ പ്രതികരിച് കണ്ടില്ല... എല്ലാ രാഷ്ട്രിയ പാർട്ടികളുടെയും ഉന്നതർ നടത്തുന്ന നടപടികളിൽ സർക്കാർ ഉദ്യോഗസ്ഥരുടെ ഒത്താശയോടെ ഇത്തരം പ്രവർത്തികൾ നടക്കുന്നത്.

ജില്ല കളക്ടർക്ക്കൊടുത്ത പരാതികളിൽ ഒന്നിൽ ലഭിച്ച മറുപടി, PWD എഞ്ചിനീയരോട് ഈ പരാതി പഠിച്ച് നടപടി എടുക്കുകയും പരാതികാരനെ അറിയിക്കുക എന്നതുമാണ് എന്നാൽ ഇതുവരെ അത്തരം നടപടികൾ കൈകൊണ്ടിട്ടില്ല.

ഇത്തരം പ്രവർത്തികൾ കാണാതെ പോകരുത് റിയലിസ്റ്റേറ്റ് മാഫിയ രാഷ്ട്രിയ ഉദ്യോഗ കൂട്ടായ പരിശ്രമത്താൽ കൊല്ലങ്കോടിന്റ വിവിധ പ്രദേശത്തു ഇത്തരം കൈയേറ്റങ്ങൾ നടക്കുന്നതയാണ് അറിയാൻ കഴിഞ്ഞത്. ഒട്ടുമിക്ക രാഷ്ട്രിയ

നേതാകൾക്കും ഇതിന്റെ വിഹിതം കിട്ടുന്നുമുണ്ട്. രാഷ്ട്രിയ പാർട്ടികൾക്ക് സംഭാവന നൽകാൻ മുൻപിൽ നിൽക്കുന്ന ഇത്തരം മാഫിയകളുടെ എതിർക്കാൻ ഇത്തരക്കാരും മടിക്കുന്നു.

அனைத்து அரசாங்க அமைப்புகளுக்கும் தகவல் அளித்து பொதுமக்கள் முன் கொண்டுவருவதற்கான வாய்ப்பை ஒப்படைப்பதில் தாமதம் ஏற்பட்டதால், ஒரு அரசாங்கத்தால் நிலம் ஒப்படைக்கப்படுவது அப்போது தடுக்கப்பட்டது.  ஆனால் இன்றும், ஒரு வருடம் கழித்து, சட்டவிரோதமாக கட்டப்பட்ட சாலை பழுதுபார்க்கப்படவில்லை அல்லது மீண்டும் நிறுவப்படவில்லை ...?  எந்தவொரு அரசியல் கட்சியோ அல்லது அமைப்போ இதற்கு எதிராக எதிர்வினையாற்றவில்லை ... இதுபோன்ற நடவடிக்கைகளை எதிர்கொள்ளும் வகையில் அனைத்து அரசியல் கட்சிகளின் உயர் அதிகாரிகளும் அரசாங்க அதிகாரிகளின் ஒத்துழைப்புடன் இதுபோன்ற நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன.

 மாவட்ட ஆட்சியரிடமிருந்து நான் பெற்ற புகார்களில் ஒன்று, பி.டபிள்யூ.டி பொறியாளர் புகாரைப் படித்து நடவடிக்கை எடுத்து புகார்தாரருக்கு தெரிவிக்க வேண்டும், ஆனால் இதுவரை இதுபோன்ற எந்த நடவடிக்கையும் எடுக்கப்படவில்லை.
